There are more than eight thousand children in Tennessee's foster care system at any given time. Of these children, roughly 2% require a higher level of care due to intellectual and developmental disabilities. These at-risk youth often live with inadequate care while waiting to be placed in specialized foster homes.

Additionally, there are over seven thousand adults with disabilities who need long-term care and a place to call home. Knoxville Foster Care provides specialized foster care services for these groups that are most in need.

KnoxvilleFosterCare.com is operated by MillarRich. MillarRich works closely with the Department of Children’s Services to match children with well-trained, highly skilled, loving foster families. MillarRich also partners with the Department of Developmental Disability & Aging (DDA) to provide care for adults with disabilities in a similar family-model setting.

While there is a need for foster care for all children, children with disabilities are often highly underserved in our current foster system. Knoxville Foster Care, alongside MillarRich, specifically caters to this population, ensuring children remain in a family-like setting and offering personalized coaching and ongoing support to foster parents.

To be approved as a foster-adoptive parent for children or adults in Tennessee, you:

  • Can be married, single, or divorced

  • May or may not have other children

  • Can own or rent where you live

  • Can work full-time

  • Must be at least 21 years of age

  • Must be a resident of the state of Tennessee

  • Must be fingerprinted and pass a background check

  • Must be able to meet the financial needs of your family

Tennessee's foster parents are dually approved to foster and adopt (if the individual is of appropriate age). This allows foster parents to adopt the child they are fostering if the child becomes available for adoption.
